一党的十八届三中全会,通过了全面深化改革的决定。《决定》提出要以经济建设为中心,发挥经济体制改革牵引作用,推动生产关系同生产力、上层建筑同经济基础相适应,推动经济社会持续健康发展。因此,要解放和发展社会生产力,让发展成果更多更公平惠及全体人民仍然是改革的根本目的。这是把握各个方面改革关系的基本逻辑起点。
The Third Plenary Session of the 18th Party Central Committee passed the decision to comprehensively deepen the reform. The “Decision” proposes that economic development should be taken as the center, to play a traction role of economic structural reform, to promote the relations of production with productivity, to adapt the superstructure to economic fundamentals and to promote the sustained and healthy economic and social development. Therefore, it is still the fundamental purpose of the reform to liberate and develop social productive forces and make development achievements more and more fair to all the people in the country. This is the basic logical starting point for grasping the relations of reform in all fields.
