Public cultural service system refers to the general system of public cultural products and services provided to citizens by the public sector, which is mainly provided by government departments and aims at safeguarding the basic cultural rights and interests of citizens. To strengthen public cultural service system construction is to thoroughly implement the spirit of the 17th CPC National Congress, prosper and develop the advanced socialist culture and build a harmonious socialist society
