PPP模式(又称政府和社会资本合作)被认为是公共部门和私营部门合作提供公共物品的制度安排亦可以说PPP即城市基础设施的具体项目以及某一类公共物品与服务的提供是政府和某私人部门协作来共同承担的,故而这一合作模式又具有明显的公共性。政府于此合作模式中不但担任投资者的角色,而且还同时兼任了监管的重要角色。我国政府以及某些公共部门把些许项目贯以特许经营权这一方式下方于高质量私企以及一些比较可靠的私人组织。PPP这一模式在给政府的财政减负的同时亦拉低了社会的投资的巨大风险。PPP模式独具公共性这一巨大优势,在与我国颁布的一系列法律法规相适应的同时,亦与其理论基础以及制度目的完美契合。按照我国经济法,PPP模式的公共性毫无疑问是它能够得以施行的法律依据。这于PPP可持续性意义深远,因而仔细剖析PPP模式的公共性同样重要那么我们接下来就具体深入的剖析探究PPP的公共性。
The PPP model (also known as government and social capital cooperation) is considered as a institutional arrangement for the public-private sector cooperation in providing public goods. It can also be said that PPP is the specific project of urban infrastructure and the provision of a certain type of public goods and services is a combination of government and A private sector to co-commitment to collaborate, and therefore this cooperation model has obvious publicity. In this mode of cooperation, the government not only serves as an investor, but also serves as an important regulatory role. My government and some public authorities have subdivided a few projects under the franchise in the form of high-quality private companies and some more reliable private organizations. This model of PPP, while at the same time reducing the burden on the government, also lowers the enormous risk of social investment. The great advantage of the unique publicity of the PPP model is in line with a series of laws and regulations promulgated by our country and at the same time it is in perfect harmony with its theoretical foundation and institutional purpose. According to our country’s economic law, the publicity of the PPP model is undoubtedly the legal basis for its implementation. This is of far-reaching significance to the sustainability of PPP. Therefore, it is equally important to carefully analyze the publicity of the PPP model. Then, we will explore the publicity of PPP in a deep and specific way.
