第一條爲依據政務院决定,辦理發明技術改進及合理化建議之審查,特組織發明審查委員會。(以下簡稱本會) 第二條本會得視工作需要,分設土木、機械、電機、化工、鑛冶、紡織、國防、農牧、醫藥等九組。第三條本會委員由政務院財政經濟委員會聘請專家及有關部門與學術機構之專門技術幹部担任。但中央技術管理局正副局長及各業務主管處正副處長爲當然委員。第四條各組委員人數暫定九人至二十一人。第五條本會設主任委員副主任委員主任秘書各一人,分由中央技術管理局正副局長,發明審定處處長担任。另設秘書若干人,由正副主任委員指定專人兼任。
