在上海,政府曾经为禁毒、帮教、青保工作付出了很多努力,但收获却总不理想。许多被救助者对“穿制服”的工作人员十分敏感,把对他们的关心当作歧视。而恰恰是这些连警察都“进”不去的地方,却接纳了社会工作者。政府从原来的“一线作战”转为“幕后操纵”,用政府购买服务的方式,将职业化、专业化的社工推向前台。这些直接扎根于社区一线工作的社工们以及他们专业化的工作方法,对于中国的社区工作者以及传统的社区工作模式来说,无疑是一个很好的借鉴
In Shanghai, the government has worked hard to stop narcotics control, help teach people and work on green grass, but the gains are not always satisfactory. Many of those rescued are sensitive to “uniformed” staff and discriminate against them as discriminatory. It is precisely these places where even the police have “gone” but accepted social workers. The government switched from “front-line operations” to “behind-the-scenes operations” and pushed the professional and professional social workers forward with the purchase of services by the government.
