创新的动力,从根本上来看,来自于市场的竞争压力,所以让市场在资源配置中起决定性作用既是市场经济的要义,也是转向创新驱动为主的现实需要在较长一段时期,后发追赶型经济体,在推进创新方面有着两种不同的思路:一种是延续了进口替代的思路,在采取保护的条件下开展创新;另一种是在经济全球化的背景和条件下,运用开放的视野和政策,通过对全球创新资源和全球市场的整合来推动创新。我们将后者称为开放式创新。
