免除农业税,是广大农民欢呼雀跃的事情,也是乡村干部翘首企盼的改革。无疑,于推动乡村经济发展, 让农民休养生息,提升政府形象,免除农业税其功不可没。也正如此,自农村税费改革伊始至农业税的全免, 不少人即断言:免除了农业税,乡村政治稳定就会有序、有理,令乡村干部头痛的上访也会销声匿迹。然而, 笔者于2006年春节在湖北省Y县的乡村走访,深深感悟到农业税的免除并不等于乡村政治稳定。其理由有四点:

Undoubtedly, it has contributed to promoting rural economic development, allowing farmers to recuperate and enhance their image, and exempting agricultural taxes. In the same way, since the beginning of the reform of rural taxes and fees to the full exemption of agricultural taxes, many people have just stated that the exemption from agricultural tax will ensure that the political stability in rural areas will be orderly and reasonably, and petitions for headaches of rural cadres will also disappear. However, I visited the village of Y County in Hubei Province during the Spring Festival in 2006, and deeply realized that the exemption of agricultural tax does not mean the political stability in rural areas. There are four reasons for this:
