招商引资目前已经成为城市经济发展的一个重头戏,但是,由于各地资源禀赋的不同,经济区位优势的差异,特别是由于引资战略的不同,形成了各个时期各有特点的利用外资局面。2003年,国内利用外资的格局进一步变化,最突出的一点就是江苏省利用外资额超出改革开放以来一直居于领先地位的广东,坐上了头把交椅,令人瞩目。今年两会期间,代表委员对招商引资工作也有很多讨论,并对目前引进外资中存在的一些问题进行了批评。可以说,传统的竞争方式已经难以适应新形势下国外资本在中国正在进行的调整,原来片面突出优惠的政策措施也与国家的法律法规存在抵触,当务之急是从城市战略的角度出发,构筑技术、资本、人才等全要素组合的城市引资战略,从城市产业和空间格局的角度打造引资“高地”。

It can be said that the traditional way of competition has been difficult to adapt to the ongoing adjustment of foreign capital in China under the new situation. The original one-sided preferential policies and measures are also inconsistent with national laws and regulations. The top priority is to build a technology, Capital, talent and other elements of the combination of all-urban investment strategy, from the perspective of urban industries and spatial pattern to create foreign capital “high ground.”
