纵观国有企业改革十多年的过程,经历了扩大经营自主权,实行利润留成和两步利改税;实行厂长负责制,推行承包经营租赁制;转换企业经营机制,推动政府职能转变等阶段。通过各种经营方式的改革,千方百计增加技改投入,引进外资和先进技术,加强和改进企业管理,使国有企业的活力有所增强,对宏观环境和市场变化的适应能力逐步提高,
Looking at the process of ten years of state-owned enterprise reform, we have experienced the expansion of management autonomy, the implementation of profit retention and two-step profits tax reform, the introduction of the factory director responsibility system, the implementation of contractual management lease system, the transformation of enterprise management mechanism and the promotion of the transformation of government functions stage. Through various reforms of management methods, they tried every possible means to increase investment in technological transformation, introduce foreign capital and advanced technologies, strengthen and improve enterprise management, enhance the vitality of state-owned enterprises and gradually adapt to the macro-environment and market changes.
