宏观经济管理有两件大事,一是总量平衡,即总供给与总需求的平衡;二是结构平衡和优化。后者又包括两个最主要的方面:一是从纵向看的产业结构(广义地说包括技术结构、组织结构)的平衡和优化;二是从横向看的布局与地区经济结构的平衡和优化。象我们这样广袤的大国,应采取产业政策和区域政策(含布局政策)相结合的“双座标定位”,亦即通过产业政策区域化和区域政策产业化的途径,经纬交织地组成调控生产力发展总格局的网络系统,才能有效地发挥产业政策和区域政策的政策导向作用。本文着重对区域政策和布局政策进行探讨。
There are two major macroeconomic management issues, one is the total balance, that is, the balance between total supply and total demand; the other is structural balance and optimization.
