从2003年SARS危机、2004年印度尼西亚大海啸,到法国巴黎群体性骚乱、巴基斯坦山区地震、不久前爆发的禽流感,一件件突如其来的自然灾害和人为灾难接踵而至,让我们更加深切地认识到:在这个蔚蓝色的星球上,没有绝对的安全岛。切实维护公共安全,尽量避免灾害发生或将灾害造成的损失降到最低限度,捍卫生命的尊严和我们美丽的家园,这是各级党委、政府和我们每一位公民的共同责任。本期关注的问题,就是希望能给大家在应对突发性事件中提供一些有益的启示。

Effectively safeguarding public safety, avoiding disasters as far as possible or minimizing losses caused by disasters, safeguarding the dignity of life and our beautiful homeland are the common responsibility of party committees and governments at all levels and each and every one of our citizens. The issue of concern in this issue is to give everyone some useful inspiration in coping with unexpected incidents.
