本文介绍了《2007年内罗毕国际残骸清除公约》的产生背景、立约宗旨、主要内容;就立约过程中的焦点问题进行了讨论,以期更好地理解《公约》之规定和借鉴《公约》之立法经验;结合我国的实际情况,分析了《公约》对我国残骸清除立法、航运业和海洋环境保护的影响。
This article introduces the background, the purpose and the main contents of the Nairobi International Convention on the Removal of the Nacl in 2007, and discusses the focal points of the agreement, with a view to better understanding the provisions of the Convention and drawing on the Convention’s legislation Experience; combined with the actual situation in our country, analyzes the impact of the “Convention” on China’s wreck removal legislation, shipping industry and marine environmental protection.
