当前我国省级高等教育自学考试机构权力配置主要包括纵向配置和横向配置两种,这种管理体系存在着地方自学考试管理机构设置差异较大、管理部门服务意识不强、职能转变不到位等问题,其原因在于自学考试管理机构设置不科学、地方自学考试管理机构自主性不强、管理体制松散。我国省级高等教育自学考试机构的权力配置应进行合理的设计,建立完善的自学考试管理机构,转变自学考试管理机构职能,坚持教考分离原则,科学配置自学考试管理权,优化自学考试服务体系,以信息化推进管理手段现代化。
