1996年6月20日水利部沙棘办公室负责人李济生同志到黄河上中游管理局检查工作。黄河上中游管理局副局长、黄委沙棘办公室主任于倬德同志汇报了黄委沙棘工作后,李济生同志作了重要指示。他说:“水利部领导十分重视水利产业的发展,上中游局处于我国西部的贫困地区,应考虑结合自己优势解决产业发展问题,上中游局应当紧紧抓住沙棘不放。”李济生同志指出,当前国际国内对沙棘开发都有了新的认识,水利部加大了开发力度。上中游局搞沙棘开发有条件、有技术、有资金、有人员,要紧紧抓住沙棘开发,使上中游局的经济工作再上一个新台阶,至少局机关要通过开发沙棘增加职工收入。这是发展上中游局经济的一个突破口。他说,沙棘开发势头不错,但要形成力量,不能各搞各的。上中游局要集中投资,形成自己的实力,自己的产业,自己的优势。沙棘开发要利用现有的经费,结合科研搞起来。建立沙棘加工厂,投资200～300万元不够,可以与水利部江河沙棘集团公司联合搞开发,然后进行效益分成。只要有了效益,农民就会自己去种沙棘。可以结合黄委水保站的工作搞些沙棘开发,如搞些沙棘种子购销,局沙棘工作与部沙棘工作结合紧密,可以合作搞好沙棘开发。
