本文揭示了“阿尔伯特建筑业主协会(COAA)”研究小组于1994年5月在阿尔伯特(Albert)艾德蒙多(Edmontom)关于“更加稳定的承包商关系”的最新研究成果。这次研究的目的是探究当今承包签约中存在的观点,采取的策略,实施的方法及投标程序和技巧。同时也想总结在履约过程中存在的问题及成功的经验,并将这些发现用于促进以后的建筑行业发展。我们发现建筑行业有些自我满足情绪,不愿改变现状。尽管大多数人知道基于最低的总价中标常导致工程的最终价格提高,但授标仍以最低投标总价为依据。因此有必要在各生产环节上加以改进,其中包括签约过程、风险管理、联合作业、委托、协作沟通以及质量管理原则等方面。这里有足够的机会进行更多的革新。这个调查和随后的评价得出的结论是:为建立稳定的与承包商的关系,主要取决于业主方面。
This article reveals the “COA”“ research group’s latest in Albert Edmontom’s ”more stable contractor relations" in May 1994 Research results. The purpose of this study is to explore the ideas, strategies, methods and procedures and techniques used in contracting today. At the same time, they also want to summarize the problems and successful experiences in the implementation process, and use these findings to promote the development of the construction industry in the future. We found that the construction industry is somewhat self-satisfied and unwilling to change the status quo. Although most people know that a bid based on the lowest total price often leads to an increase in the final price of the project, the award is still based on the lowest total bid price. Therefore, it is necessary to improve the various aspects of production, including the signing process, risk management, joint operations, commissioning, collaborative communication and quality management principles. There are plenty of opportunities for more innovation here. The conclusion of this survey and subsequent evaluations is that the establishment of a stable relationship with the contractor mainly depends on the owner.
