突发灾害情景下的应急物资需求面临爆发式增长的巨大不确定性,数量柔性契约可以为这类不确定性采购和供应提供保护性方案.本文构建了一个以政府主导的Stackelberg模型,通过常规采购和柔性采购相结合的方式,建立政企联合储备应急物资的合作关系.在推导获得政企双方的最优决策后,采用数值计算和敏感度分析方法,研究政府单位物资缺货成本和常规采购量等重要参数对政府采购成本和供应商收益的影响,获得以最大限度满足需求条件下的最优定价机制,以及相应的管理策略.结果显示,数量柔性契约可以有效地提高系统应急物资供应数量,并在实现政府成本控制的同时合理保护了供应商的收益.
In the case of sudden disasters, the demand of emergency supplies is under the huge uncertainty of explosive growth. The quantity of flexible contracts can provide a protective scheme for such uncertain procurement and supply.This paper constructs a government-led Stackelberg model, Procurement and the combination of flexible procurement, the establishment of cooperation between government and enterprise emergency supplies of emergency supplies.After deriving the optimal decision-making both government and enterprises, the use of numerical calculation and sensitivity analysis methods to study the government unit out of stock costs and conventional Purchasing quantity and other important parameters on the government procurement costs and supplier returns, to obtain the optimal pricing mechanism to meet the needs of the maximum, and the corresponding management strategy.The results show that the number of flexible contracts can effectively improve the system of emergency supplies Quantity, and in the realization of government cost control at the same time reasonable protection of the supplier’s revenue.
