随着全球化的快速发展,工业化和城市化水平显著提高。当然在这个过程中也呈现出一些问题和矛盾影响阻碍着社会的发展,突出的就是对于基础设施建设所引发的环境问题,本文在明确社会稳定风险概念的基础上,梳理出邻避冲突的社会稳定风险的生成逻辑,从风险的产生、积累、扩散、突变和再生产方面还原风险的演进路径,最后针对风险的生成逻辑,在各个环节上提出尊重保护公众利益、建立邻避问题协商机制、强化服务理念的策略。
With the rapid development of globalization, there has been a marked increase in the level of industrialization and urbanization.
