湖南省人民委員會命令 (55)会财字第○七六號現將‘湖南省一九五五年自籌經費管理暫行辦法’隨令頒發,希切實研究執行。省長程潜一九五五年八月十三日第一条為有計劃的、合理的使用自籌經費,特制定本辦法。第二條自籌經費的收入來源規定如下: (一) 一九五四年秋征農业稅附加部分(折價); (二) 一九五五年工商税附加部分; (三) 一九五四年各專署及原自治區人民政府掌握的一九五三年秋征附加糧結餘部分; (四) 一九五四年縣(市)預算外收支結餘部分;
Order of Hunan Provincial People’s Committee (55) Huixi No. 076 Now, the ’Interim Measures for the Management of Self-raised Funds of Hunan Province in 1955’ is issued with the order and hopes to carry out the study and implementation in earnest. Governor Cheng Qian Article 1 of August 13, 1955 This Scheme is formulated for the planned and reasonable use of self-financing funds. Article 2 The sources of income for self-financing shall be as follows: (1) The additional part (discount) of the agricultural tax collected in the autumn of 1954; (2) The additional part of the industrial and commercial tax in 1955; (3) 1954 The surplus balance of surplus grain held by the various special agencies and the people’s government of the former autonomous region in 1953; (4) the balance of the extrabudgetary income and expenditure of the counties (cities) in 1954;
