From the perspective of the new institutional economics,such a change results from the widening gap between the rich and the poor,the upgrading of the demand structure and the change of the institutional environment during the transformation period,which leads to the change of price,preference and institution. The initial route change has already got positive effects,which arouses the enthusiasm of the charitable donation of enterprises and changes them into the supplement of the social security system of governments. After the reform and opening-up policy,the route change was once solidified because the development of charitable donation of enterprises and the transformation of the government functions lagged behind,influencing the operating of “the function of the third distribution” of the donation of enterprises. So we must actively take advantage of the external pressure and realize the perfection and development of the route change through the intervention of the government.
