我厂对摄制组的改革,主要是实行“摄制责任制”。这个责任制不是“承包”,也不再对摄制组实行利润考核和成本限额节约奖、超利润奖。这里谈谈我们在探索过程中对这几个问题的粗浅认识。一、摄制责任制不是承包责任制“承包”是推行经济责任制的一种形式。如在农村中联产承包责任制的运用,可以恰当地协调集体利益与个人利益,并使集体统一经营和劳动者自主经营同时得到发挥,促进了生产力的发展。在工业上,如首钢的经验,承包就是层层制订先进合理的包干任务和指标。
