近年来,企业克扣、拖欠职工工资问题十分突出,导致一些企业劳动关系矛盾激化,劳动争议和群体性事件时有发生,已经成为影响我省社会政治稳定的重要因素。据统计,2002年全省共受理劳动争议案件6654件,涉及职工24720人,其中涉及劳动报酬的1562件,列第一位:集体上访、罢工152起,其中因企业克扣、拖欠工资引发的案件131起,占86.2%。2003年1—9月份全省共立案受理劳动争议案件3369件、涉及职工2万多人,其中,群体劳动争议案件197件、涉及职工1.2万人,这些案件有相当一部分是因欠薪而起的。
