“恐怖主义”是指通过能够引起公众心理上产生极度害怕或畏惧感的特定行为,实现或满足行为方特定需求的信条或价值观。从行为方式看,恐怖主义不仅包括炸弹攻击、劫持人质、劫机、绑架等传统方式,还包括当今的生态恐怖主义、生物恐怖主义、数字恐怖主义等行为。恐怖主义行为是各国法律制裁的对象,由于对恐怖主义行为的认识不同,各国有关法律对恐怖主义行为的界定也有所差异。在我国,与恐怖主义行为有关的规范性文件主要有四个层面,但是,均没有对恐怖主义行为作出明确的界定。
“Terrorism ” refers to the creed or values that achieve or satisfy the specific needs of the perpetrator through specific behaviors that can cause the public to feel extremely scared or feared psychologically. In terms of behavior, terrorism includes not only traditional methods such as bomb attacks, hostage taking, hijackings and kidnappings, but also current ecological terrorism, bioterrorism and digital terrorism. Terrorism is the object of legal sanctions in various countries. Due to the different understanding of terrorist acts, the relevant laws of different countries also define the definition of terrorist acts differently. In our country, there are mainly four levels of normative documents relating to terrorist acts. However, no clear definition of terrorist acts has been made.
