常规石油开采峰值到来之后,非常规石油资源的勘探开发开始从边缘走向核心。国际金融危机和油砂资源的勘探开发使国际能源市场发生重大变化,阻碍中国向发达国家能源市场进军的障碍大幅减少。加拿大油砂储量世界第一,其油砂项目的大规模商业化量产确立了加拿大在世界能源新版图中的“石油超级大国”地位。为摆脱对美国能源市场的过度依赖,加拿大亟需实施能源投资和出口的多元化战略,这为中国能源外交发力提供了新的运作空间。中国应加强与加能源合作,尤其应加强与其在油砂项目上中下游产业链全面开发方面的合作。
After the peak of conventional oil mining, exploration and development of unconventional oil resources began to move from the periphery to the core. The international financial crisis and the exploration and development of oil and sand resources have caused major changes in the international energy market and the obstacles to China’s entry into the energy markets of developed countries have been significantly reduced. Canada ranks first in the world for oil sands reserves. The large-scale commercial production of its oil sands project has established Canada as the “oil superpower” in the new world energy map. In order to get rid of the over-reliance on the US energy market, Canada is in urgent need of implementing a diversified strategy of energy investment and exports, which provides a new space for China’s energy diplomacy efforts. China should step up its cooperation with Canada in the energy sector and in particular should strengthen its cooperation with the middle and lower reaches of the entire industrial chain on oil sands projects.
