公共文化众筹是指通过互联网平台将政府、企业、组织、民众等参与主体聚集起来,完成公共文化产品和服务融资融智活动的一种公共文化创新供给模式。中国公共文化财政政策导向、民间社会蓄积的文化资助潜能及众筹平台集聚起来的文化资助力量使众筹机制与公共文化建设领域的结合成为可能。中国公共文化众筹制度设计主要包括运作原则、运作模式和实施路径。该制度设计应坚持公共性、区域性和公众参与性原则;运作模式主要包括以平台聚集项目、以项目打造平台和融资融智一体化;实施路径主要包括搭建众筹平台、形成监管机制、提高平台公信力及建立回馈机制、余款处理机制和风险规避机制等。
Public culture crowdfunding refers to a model of public cultural innovation that brings together participants such as governments, enterprises, organizations and people through internet platforms to complete the activities of financing and intellectualizing public cultural products and services. The orientation of China’s public culture and finance policy, the potential of cultural assistance accumulated by civil society, and the cultural assistance forces gathered by the crowdfunding platform make it possible to combine crowdfunding mechanisms with public cultural construction. The design of China’s public culture crowdfunding system mainly includes the operation principle, operation mode and implementation path. The design of the system should adhere to the principle of publicity, regionalization and public participation. The mode of operation mainly includes gathering projects by platform, integrating projects with finance, financing and intelligence through project construction. The implementation routes mainly include building crowdfunding platform, forming regulatory mechanism and improving Platform credibility and the establishment of feedback mechanism, the balance of handling mechanisms and risk aversion mechanism.
