中国目前正处在重新考虑能源发展战略的关键时期,能源结构的调整在加快,作为基础工业的热电联产将面临着新的发展机遇。新的能源战略将是以提高能源利用效率为主要目的,进一步明确和贯彻节能优先的原则,把能源优质化作为主攻方向,系统的更新落后的高耗能的产业装备。在这种优势环境下,热电联产企业因其特殊地位,仍要慎重对待所要进行的战略转变。笔者认为在新时期,热电联产企业所要进行的战略转变主要有市场营销、人力资源以及企业文化三个方面。
China is now at a crucial period of reconsidering its energy development strategy. Adjustment of the energy structure is accelerating and cogeneration as a basic industry will face new opportunities for development. The new energy strategy will be to improve energy efficiency as the main purpose, to further clarify and implement the principle of energy conservation priorities, the energy quality as the main direction, the systematic update of backward high energy-consuming industrial equipment. In such a competitive environment, cogeneration companies, because of their special status, still have to be careful about the strategic changes to be made. In my opinion, in the new period, the strategic changes to be carried out by CHP enterprises are mainly marketing, human resources and corporate culture.
