The construction of social public management system is planed strategically in the new trend of the development of current urban- rural integration. It emphasizes a new goal of establishing the rural public management mechanism,and developing the internal supervising,evaluating and coordinating mechanism scientifically,so as to maintain coherence between the angle and direction of urban social public management system construction. At the same time,a comprehensive exploration is conducted for the functional goal of urban public management system to build more powerful service function for rural social management system and meet the new requirements of the development of urban- rural integration. The global development of social public management system construction may provide an objective basis for the construction of the new normal.
