建立起产权清晰、权责明确、治理结构规范化的国有资产营运监控体制,是初步建立现代企业制度基本框架的标志之一。上海汽车工业(集团)总公司作为一个特大型的集团公司,在进行现代企业制度试点改革中,如何实现管理重心的转移,即要从一般意义上的生产经营管理转移到出资人、资产受益、重大决策监督等国有资产劳运监控体制上来。对此,我们在两个层面上(母公司和子公司)实行了“一个规则、二个考核、三个监控”的规范管理,探索建立国有资产营运监控的新体制。

In this regard, we implemented standardized management of “one rule, two assessments, and three monitorings” on two levels (parent company and subsidiary companies), and explored a new system for the establishment of state-owned asset operation monitoring.
