2009年8月8日,台风“莫拉克”肆虐台湾南部。超历史记录的降雨造成台湾50年来最大的水灾,同时并发严重的泥石流,致使一些村庄完全被滚滚泥石流所吞噬,给当地民众带来了惨痛的生命财产损失。在大灾难面前,台湾当局的自然灾害预防与处置能力有哪些经验与教训,特别是应对泥石流灾害的危机管理能力存在哪些缺陷与不足?又将对中国大陆的泥石流灾害预防与处置工作产
August 8, 2009, Typhoon “Morakot” raged in southern Taiwan. Ultra-historical rainfall has caused Taiwan’s largest flood in 50 years, accompanied by severe mudslides, causing some villages to be swallowed up by mudslides and causing painful loss of life and property to local people. What experiences and lessons can Taiwan authorities have in their ability to prevent and deal with natural disasters before the catastrophe? In particular, what are the shortcomings and inadequacies in handling the crisis management capabilities for debris flow disasters? In addition, the Taiwan authorities will work on prevention and treatment of debris flow hazards in mainland China
