临海工业区是滨海用地开发中的重要类型,需满足海陆双重集约要求,其造陆建设需满足海洋资源开发的集约用海要求,转变为城市用地后,亦需满足工业用地集约利用要求。目前我国海洋领域从造陆规模与造陆形态控制方面开展集约用海研究;城乡规划在内陆型工业区集约开发方面积累了一些实践经验,但临海特性研究有限。文章结合临海工业的航运、产业特征,尝试构建陆海统筹开发研究框架,并从规划选址、造陆方式、用地布局等方面思考如何落实集约开发。
Linhai Industrial Zone is an important type in the development of coastal land. It is necessary to meet the dual land-sea intensive requirements. Land-expropriation and land reclamation needs to meet the intensive marine requirements for the development of marine resources. After transforming into urban land, it also needs to meet the intensive utilization of industrial land. At present, China’s marine area has made intensive studies on the use of the sea from the aspects of land-making scale and landform control. Urban-rural planning has accumulated some practical experience in the intensive development of inland industrial areas, but the research on the characteristics of sea-facing properties is limited. Combining with the shipping and industrial features of Linhai Industry, this paper attempts to construct a unified research framework for land, sea and land development and to consider how to implement intensive development from the aspects of planning and site selection, land preparation and land use layout.
