1949年夏,南京、上海解放后,党中央、毛主席部署二野刘邓大军挥师进军大西南。7月17日,中共中央决定建立西南局,邓小平为第一书记。中国人民解放军西南服务团也在此时筹组成立。西南服务团的第六支队是公安支队,约1200多人。由刘秉琳、李俊成分任正副支队长,赵苍璧、段大明任正副政委。支队的任务是,准备接管重庆时建立新区的公安干部队伍。
