我刊从1994年第1期开始将原来的“工作研究”和“基金管理”栏目合并为一个新栏目——“科学基金论坛”。 “科学基金论坛”每期开设一个专题,旨在更集中、更深入地探讨基础研究和基金资助工作中的若干问题。 这一期的专题是“基础研究中的创新问题”。关于创新,众所周知,这在基础研究中是一个非常重要的问题,涉及到从选题到评审,到立项乃至成果评价等方方面面。认识不同,理解不同,可能会导致不同的结果。本刊1993年第4期上刊登了周光召教授撰写的一篇文章,称“创新是基础研究的生命”。在国家自然科学基金资助工作中也反复强调要鼓励和提倡创新。在1993年生命学部召开项目评审会期间,专门组织有关专家开展了创新问题的讨论。国家自然科学基金会生命学部副主任齐书莹同志考虑到这个问题的重要意义,特为本刊组织了一批文章。科学家们根据自己对创新的理解和科学研究工作的体验,从各个角度阐述了这一重大问题,包括创新的概念(见侯灿文章);创新的途径(沈允钢文);对创新的评价(盛祖嘉文)以及要取得创新性成果所应具备的素质(柯杨文)和如何培养这种素质(闻玉梅文)。齐书莹同志也从基金资助角度谈了怎样支持和鼓励创新的问题。我们试图通过这一专题的开设,能够引起科技界有关人士对这一问题的高度重视和深入思
Starting from the first issue in 1994, I started to merge the original “Work Research” and “Fund Management” sections into a new section, the “Science Fund Forum.” Each issue of the Science Fund Forum has a special theme to focus more deeply and in-depth discussions on a number of issues in basic research and fund-raising work. The topic of this issue is “Innovative Issues in Basic Research.” As far as innovation is concerned, it is a well-known fact that this is a very important issue in basic research and involves everything from the selection of topics to the assessment to the formulation of projects and the evaluation of achievements. Understanding different, understanding different, may lead to different results. The 4th issue of 1993 published an article written by Professor Zhou Guangzhao, saying that “innovation is the life of basic research.” In the NSFC fund-raising work, it has repeatedly emphasized the need to encourage and promote innovation. During the project review meeting held by the Department of Life Sciences in 1993, experts were organized to discuss the issue of innovation. Qi Shuying, deputy director of the National Natural Science Foundation of Life Sciences, took into consideration the significance of this issue and organized a series of articles specially for this magazine. According to their own understanding of innovation and scientific research work experience, scientists from all angles to elaborate on this major issue, including the concept of innovation (see Hou Can article); innovative ways (Shen Yun Steel); evaluation of innovation Zu-wen-wen) and the qualities (Ke Yang-wen) needed to achieve innovative results and how to cultivate this quality (Wen Yu-mei Wen). Qi Shuying also talked about how to support and encourage innovation from the perspective of fund-raising. We have tried to pass the establishment of this topic and can arouse the attention of people in science and technology circles to this issue and think deeply
