看了《党史博览》2012年第4期刊载的张安山写的《解放战争时期的渤海整顿》一文(以下简称“张文”),我感到作者可能不了解当时的历史背景,片面地摘用了一些材料,对所谓渤海整顿的叙述,违背了历史事实,违背了中共十一届三中全会后中央和山东省委为这一错案平反的决定,因此有必要将这一历史事件的来龙去脉讲清楚。
