启动非公有资本的过程是创造和集聚财富的过程,因此,各级政府要把促进民间投资纳入国民经济和社会发展规划,列入各级政府目标责任制范围,要打破唯身份论和与民争利的观念,平等对待国有投资、民间投资,给民间投资更多的关心、服务和指导。国家有关部委也要尽快出台促进和引导民间投资的实施细则和具体操作办法,加快我国民间投资的发展步伐。 鉴于国有经济面临的一系列问题,迫切需要进行新的国企改造的制度设计,而鼓励与允许非公有资本参与这种改造则是破解问题的关键之举,为此,原国家计委于2001年底颁布了《关于促进和引导民间投资的若干意见》,鼓励非公有制企业参与国有企业包括产权流动、资产重组和结构调整等在内的深化改革,在放宽投资领域、拓宽融资渠道、公平税费政策、完善社会服务等方面均作出了若干有利于民间投资发展的规定,向打破市场壁垒迈出了第一步。
