欧亚经济联盟最初被设计为普京第三个总统任期内的重头戏,但自普京在2012年5月重新执政后,这一项目陷入了更大范围的全球和区域矛盾之中。欧亚经济联盟并不打算成为欧盟的竞争者,而是想要作为一个补充性联盟,以帮助构建俄罗斯的两大主要目标。这两大主要目标首先是将后苏联时代的欧亚大陆重新建成一个政治和经济共同体,其次是管理宏观区域集团的发展,包括创建一个从大西洋到太平洋的“大欧洲”和从布鲁塞尔到北京的“大亚洲”。其根本目标在于重申欧亚大陆是自身历史的主体,但一些关于欧亚经济联盟特征、性质和目的的基本议题尚待解决。
The Eurasian Economic Union was originally designed as the highlight of Putin’s third presidency, but since Putin’s re-election in May 2012, the project has plunged into broader global and regional conflicts. The Eurasian Economic Union does not intend to become a European Union competitor, but rather wants to serve as a complementary coalition to help build Russia’s two main goals. These two major goals are, first and foremost, to re-establish Eurasia in the post-Soviet era as a political and economic community, followed by the development of macro-regional groups, including the creation of a “Greater Europe” from the Atlantic to the Pacific and from Brussels Beijing’s “Big Asia”. Its fundamental goal is to reiterate that Eurasia is the main body of its own history. However, some basic issues concerning the characteristics, nature and purpose of the Eurasian Economic Union have yet to be resolved.
