发挥新体制优势 释放和发展运输生产力——哈尔滨铁路局运输工作经验

2006年3月28—29日,全路运输工作会议在哈尔滨铁路局以现场会形式召开。会议期间,哈尔滨铁路局、哈尔滨铁路局运输处、货运处、局机务处、哈尔滨南站、齐齐哈尔车务段等单位进行了经验介绍。在推进铁路跨越式发展中,哈尔滨铁路局坚持走“内涵式发展、低成本跨越”之路,积极有效地开展了挖潜提效活动。铁路局直管站段后,充分发挥新体制优势,改变过去主要依靠量的扩张提供运力支持的做法,实施集约化经营和精细管理,加大挖潜提效力度,不断创新运输组织方式,进一步释放和发展运输生产力,运输效率和效益大幅度提高。2005年,货车周转时间完成2.90天,同比压缩0.34天;在运用车日均保有量同比减少1064辆的情况下,日均装车完成8917车,同比增长788车;货物发送量完成19522万t,同比增长10.3%;运输收入完成152.7亿元,同比增长11.4%。 From March 28 to March 29, 2006, the whole road transport conference was held on the spot in Harbin Railway Bureau.
