最近,重庆市积极试行政府采购制度。在购买64辆公务用车时,采用公开招标方式,在社会上引起广泛影响。据悉,该市还将把实行政府采购制度的范围扩大到大宗办公设备购置、燃油供应、会议接待、车辆维修等方面。政府采购制度,是国际通用的一种政府管理公务开支的有效方法。政府为满足其日常政务活动的各种需要,以公开招标的方式,从国内外市场统一采购,从而获得价廉质优的商品或劳务服务,节约财政支出。笔者认为,积极推行这种制度,具有现实意义。政府采购制度可以为党政机关厉行节约、制止奢侈浪费提供机制保证。政府采购制度的本质内容就是在政府公务开支公开的基础上,由规范的投招标市场按照竞价和非歧视性原则最终决定商品或劳务的供应商。公平、公正、公开是政府采购制度的显著特征。政府公开消费需要,可以接受社会和舆论的监督,看其消费是否违反国家有关厉行节约、制止奢侈浪费行为的文件规定,如 Recently, Chongqing actively piloted the government procurement system. Fair, just and open government procurement system is a notable feature. The government needs to be open to the consumer and can accept the supervision of the society and public opinion to see if its consumption violates the state’s documentary provisions on practicing economy and stopping extravagance and waste.
