由中国共产黨中央委員會和毛主席直接领導下编製完成的發展國民經濟的第一個五年計割已经在第一屆全国人民代麦大會第二次會議上通過。這是我们取得新民主主义革命勝利以後进入革命第二阶段,即社會主义革命時期的偉大的具體的行動綱领。它是我們建设一個偉大的社會主義国家的奠基的計划,为我国在地渡時期質现總任務打下了坚固的基礎。李富春同志在報告中说:‘第一個五年計劃的基本任務,概括地说來,就是:集中主要力量進行以蘇聯幫助我国设計的一百五十六個建设单位为中心的、由限額以上的六百九十四個建設單位組成的工業建設,建立我國的社會主義工業化的初步基礎;發展部分集體所有制的农业生產合作社,並發嶇手工業生產合作社,建立對於農業和手工業的社會主義改造的初步基礎;基本上把资本主義工商業分別地納入各種形式的国家资本主义的軌道,建立對於私营工商業的社會主義改造的基礎。’這就充分说明了實行第一個五年計劃是為我國社會主義工業化和社會主义改造的奠基的大事業,是實现国家過渡時期總任務的一個重大的步驟,是在我國實現社會主義帶有决定意義的一個偉大的網领。 為了完满地达成第一个五年计划的基本任務,国家在五年計划中為經濟建設和文化教育建設投资總數為七百六十六億四千萬元,折合黄金七万萬兩以上。国家用這樣巨额的资金投入經濟建設,這不僅是中国历史上空前未有的偉大的創舉,而且它的性質和意義是為了社會主义工業化和社會主義改造,为了在我国实現人類最理想、最幸福、無剥削、無階級的社會主義社會而進行的巨大的投资。這就再明確不過地說明了:只有在工人階級及其政黨中國共產黨领導下,只有在取得新民主主義革命勝利之後,才能開始這樣的偉大的建設事業。正如李富春同志在報告中说:‘只有在工人階级領導下的、全心全意为人民的利益而工作的政府,才可能來這樣做。’
The first five-year plan for the development of the national economy, completed and under the direct leadership of the Central Committee of the Communist Party of China and Chairman Mao, has been adopted at the Second Session of the First National People’s Congress on behalf of China. This is a great concrete program of action that we entered the second phase of the revolution after the victory of the new-democratic revolution, that is, during the socialist revolution. We should develop agricultural production cooperatives that are collectively owned and partially produce cooperatives with rugged handicrafts and establish socialist transformation of agriculture and handicrafts. Preliminary basis; to basically incorporate capitalist industry and commerce into the tracks of various forms of state capitalism and establish the basis for the socialist transformation of private industry and commerce. This fully shows that the implementation of the first five-year plan is the great cause laying a foundation of China’s socialist industrialization and socialist transformation. In order to satisfactorily fulfill the basic task of the first five-year plan, the total investment made by the state in economic construction and cultural and educational construction in the five-year plan is 76.64 billion yuan, or more than 700 million yuan in gold.
