2015年12月4日,中国儿童福利和收养中心主任张世峰,因推动出台最高人民法院、最高人民检察院、公安部、民政部《关于依法处理监护人侵害未成年人权益行为若干问题的意见》(下称《意见》),让沉睡了28年的法条落地,经网络微信投票和专家评审,被评选为“CCTV2015年度十大法治人物”。《意见》的出台,在我国具有里程碑的意义,它不仅使63个字的法律条款成为6000多字的司法文件,而且使沉睡的法条恢复尊严,让司法能实践、法槌敢落下,更让孩子拥有了美好明天!
