我国才入汽车社会门槛即遭遇严重而普遍的交通拥堵。迄今为止的解决拥堵之策不外限制交通需求、增加交通供给、改善交通管理,均未能根本解决问题且存在诸多负面影响。参照日本经验,扩大城市建设用地规模、提高城市建成区中居住用地和交通用地比例,降低居住密度,提高路网密度,同时在土地利用中使异质功能点近接,能够提高交通效率,使城市化与汽车社会兼容发展。
