我国现行的党政干部分类制度,在实践中造成一些消极后果:一是强化了一些党政干部的“官本位”思想。他们把从政的目的主要放在寻求个人升迁上,而不是放在为党和人民做事上。二是固化了干部终身制。在西方国家,政务官在任期结束后的去留是清楚的。而在中国,干部只要不到退休年龄,就得不断地晋升或保留原级别,从而造成了事实上的干部终身制。三是引起管理上的混乱。其突出表现是,一些地方对不需要选举产生的干部采取选举方式,而对本应选举产生的干部却实行任命,结果造成了“该民主的不民主,不该民主的乱民主”。四是导致干部专业精神不足。在领导干部和非领导干部
The current classification system of party and government cadres in our country has resulted in some negative consequences in practice: First, we have strengthened the “official status” of some party and government cadres. Instead of focusing on doing things for the party and the people, they mainly focus their political efforts on seeking personal advancement. Second, solidified the cadre tenure system.
