公费医疗费的大量超支,迫使人们就其管理体制进行了改革探索。本文在总结各地改革经验的基础上,深入分析引起公疗费超支的各种因素,指出在商品货币经济大环境下,卫生费用上涨的必然趋势,加上沿袭旧的供给制体制以及用药缺乏有效制约手段等弊端。作者从社会主义初级阶段出发,就如何实现既能保障职工有病就医,又能缓解经费困难等近期目标,提出实行变单位管理为社会化管理、变单纯消费型为管理经营型新体制,扩大社会互助面,增强社会保障能力的设想。
The large overspending of publicly funded medical expenses forced people to carry out reform explorations of their management system.
