通过改革并建立统一、有序、高效的失业保险运行机制,是建立社会主义市场经济体制的重要内容和主要环节,也是配套改革、整体推进、重点突破中的热声、难点。 一、我国失业保险制度存在的问题 自1986年国务院颁布《国营企业职工待业保险的暂行规定》以来,我国的失业保险在规模、效果等方面取得了一定的进展。但与建立社会主义市场经济体制的要求相比还有很大差距。表现在:
