公路网规划中“适度超前”原则的量化计算

公路网规划中的"适度超前"是指在公路网规划过程中,路网规模及路网和路段的主要技术指标相对于经济发展水平和交通需求水平保持一个合适的领先幅度.适度超前的规划理念是其他规划原则得以实现的重要基础理念之一,按照适度超前原则所采用的技术方法也是实现公路网规划诸原则的主要技术手段.由于缺乏在这方面的深入研究,对于适度超前,实际规划工作中一般都是采用定性分析的方法,带来规划工作极大的不确定性,盲动性,造成规划公路网不是"过度超前",就是"严重滞后".对于公路网规划的适度超前,主要有两个方面:一是公路网总规模的适度超前;二是技术标准的适度超前.本文在规划路段交通量的基础上,试图利用概率统计的数学方法定量计算规划公路网的总体超前程度,提出了计算模型、推导出了计算公式.它提供给政府决策机构一个相对数量化的指标来衡量路网规划和经济发展之间的良性互动.同时在具体的规划过程中,规划人员可以把这个指标作为确定公路技术等级水平的依据.
