本文基于技术异质性假设条件及共同前沿分析方法,在生产函数理论框架下,构建政策方向距离函数,通过模拟分析不同碳减排政策对效率、经济平衡增长的影响,结果表明选择恰当的碳减排政策可以实现碳减排与经济平衡增长的“双赢”。在恰当的碳减排政策下,技术效率、规模效率和全要素生产率得到提高,技术创新和规模节约是效率提高的两大主要原因;经济落后地区的全要素生产率的增长速度快于经济发达地区的全要素生产率的增长速度,区域间的经济差距逐渐缩小,能够实现平衡增长,技术追赶是实现区域经济平衡增长的主要因素。本文实证的结果既支持了通过技术创新效应来提高效率的波特假说,又证明了Olson关于政策影响地区经济平衡增长的论断。
Based on the assumptions of technological heterogeneity and the common frontier analysis method, this paper constructs the policy direction distance function under the framework of production function theory. By simulating the impact of different carbon emission reduction policies on the efficiency and economic balance growth, the results show that the appropriate carbon Emission reduction policies can achieve a “win-win” between carbon emission reduction and economic growth. Under the proper carbon emission reduction policy, the technical efficiency, economies of scale and total factor productivity are enhanced. Technological innovation and economies of scale are the two major reasons for the increase in efficiency. The total factor productivity in economically underdeveloped regions is growing faster than that in economically developed regions Of total factor productivity growth rate, the regional economic gap gradually narrowed to achieve balanced growth, technological catch-up is to achieve a balanced regional economic growth and the main factor. The empirical results in this paper support both the Porter hypothesis of improving efficiency through technological innovation effects and the assertion of Olson’s assertion about the balanced economic growth in areas affected by the policies.
