政府制度供给与培育发展社区社会组织--以深圳为例

本文以深圳市为例,在流程管理理论框架中,从制度供给角度,分析社区社会组织的登记注册入口管理制度、日常监督管理制度和扶持培育管理制度各自面临的深层次难题、解决的途径.认为,不论是降低条件还是登记备案双轨制,都不足以解决社区社会组织发展受阻的问题,需要更为彻底的分类管理;监管制度过场化执行,导致日常监督虚化,原因在于管理机构编制受限与工作复杂的矛盾,解决方式在于社会化监督制度的供给;政府扶持培育制度存
