  This paper established a constellation optimization model for global navigation enhancement,of which RAAN is non-uniformly distributed,aimed at GDOP(geometric dilution of precision)optimization of important cities around the world,using genetic algorithm to solve the constellation optimization problem and using STK to analyses the optimization results.
