近年来,随着国民经济的持续快速发展和产业结构的调整,武汉市的人口、经济、规模等要素快速发展,从而加快了城市化进程,但与之带来的城中村问题也日益加重,对社会经济发展产生了很大的影响,严重破坏了城市环境、影响了城市功能的发挥、损害了城市综合发展实力。因此,如何把握建设“两型社会”的时代契机,以科学发展观来指导城中村综合改造规划的编制工作,在规划编制中体现以人为本、统筹兼顾、协调城乡发展的具体思路和措施,实现又好又快发展的要求,成为当务之急。本文剖析武汉市2003年8月以来,城中村综合改造规划编制的思路、方法,总结城中村规划在规划体系中的地位、作用,以及如何在规划中开拓思路,整合区域内土地资源,提高土地综合利用率,合理配置公共资源,妥善处理城乡发展中的各种利益关系,引导城乡协调发展。
