On the base on the concept and connotation of regional soft power, and the actual situation of social development of Jinan, we built a regional soft power evaluation system.We use appropriate statistical methods to evaluate the regional soft power of Jinans six districts and three counties(Lixia,Shizhong, Huaiyin, Tianqiao, Licheng, Changqing, Pinyin, Jiyang, Shanghe), Which can enable the region to find their own strengths and weaknesses, and provide data support for the government to take practical measures to promote regional comprehensive, coordinated and sustainable development.

软实力的开始提出是基于国与国之间的竞争关系为前提的,因为有了竞争才需要实力,才需要千方百计地提升本国的包括软实力在内的全部实力.竞争无处不在,因此软实力也就随之渗透到了包括政治、经济、教育等各个领域以及企事业单位的日常管理之中.为了在竞争中取胜,竞争主体必须具备过硬的软实力.本文在分析影响软实力的因素基础上,从营造软实力环境、完善自身基础设施、注重创新力建设等方面提出提升软实力的建议.
