The dynamics of a pair of point-vortices with arbitrary strengths, embedded inside a nonstationary deformation field,is studied. The deformation field comprises a shear and rotational components. If the external field influences the pair asymmetrically, its vorticity center starts oscillating about the center of the deformation field. When the shear and rotation oscillations have identical forms, the expression for vorticity center movement is shown to be integrable in elementary functions. However,if the form of the shear oscillation differs from the form of the rotational oscillation, the expressions for vorticity center components reduce to Riccati equations. In a particular case of the harmonic oscillations, the presence of a parametric resonance, which results in nonlocal movement of the vortex pair,is demonstrated and analyzed. In addition, irregular passive scalar advection due to the vortex interaction with the parametric resonance and without it is studied.
